I especially thought this paragraph was interesting:

“His 2000 book ‘Barriers to Riches,’ argues that barriers to technology adoption are the dominant cause of the large differences in standards of living across countries. The book has been translated into Italian, French and Chinese.”

The part about taxes being a disincentive for working longer hours though seems a little cynical in terms of the digital divide and poverty. Our poor right here in the US are really stretched in terms of hours they work and quality of life. I’d have to read the paper before commenting further.
